The Catholic hierarchy has joined the opposition against a
controversial dam project that could potentially displace thousands of
indigenous peoples since it will be built on their ancestral domain.
The Catholic Bishops’ Conference of the Philippines said that it is understandable that the project aims to address water shortage but the government should be beware: “it is against inclusive development”.
“We, therefore, call on the government agencies concerned and other proponents of the Kaliwa Dam project to stop its implementation,” Archbishop Valles said in a statement issued on Feb. 26.
The bishops stressed that the Church is not against development as long as it does not sacrifice the “common good” in the name of progress.
“They (IPs) should not be sacrificed on the altar of development aggression, which would just benefit big businesses and Chinese investors,” read the statement.
The P18.9 billion project in Quezon province that will be funded by loans from China, they said, would destroy biodiversity in the Sierra Madre mountains.
The church leaders also said that the contract with the Chinese investors is “onerous” to the Filipinos and was approved without transparency.
Among other reasons, the bishops said that the project is “debt-creating with a sovereign guarantee and the country’s territory and properties as collateral”.
The bishops also criticized a provision that should any disagreement happen between Chinese investors and the Philippines, the case will be settled in Chinese courts applying their laws.
The CBCP is also opposing the project over concerns that more than tens of thousands of people downstream will be affected by possible flooding.
In 2004, a flash flood killed more than a thousand people and damaged over a million worth of properties in Quezon province.
The bishops’ statement also called for a “proper review” of the project to correct its “flaws”.
“For the sake of the common good, we strongly recommend that ecologically sustainable alternatives be carefully considered,” they said.
